As you may know, the Philadelphia Parking Authority (PPA) has resumed enforcement efforts through vehicle immobilization, commonly referred to as booting. In particular, the PPA is mandated by ordinance to immobilize vehicles with three (3) or more parking, red-light camera, or speed camera violations in delinquent status. These enforcement efforts are in place to encourage compliance with Philadelphia’s parking regulations, ensuring a safe and continuous traffic flow while providing needed revenue to the City.  

Understandably, having an immobilized vehicle can be frustrating for constituents from both a mobility and financial standpoint. Recognizing such implications, the PPA has implemented new customer-friendly and contact-free protocols for constituents to quickly have a boot removed from their vehicle. Additionally, vehicle owners may avoid enforcement actions by paying all outstanding violations in full or enrolling in an installment payment plan. Constituents unaware of their status may call 1-888-591-3636. 

It is essential to note the City divides into 24 sectors for enforcement purposes. Those 24 sectors are patrolled evenly in continuous rotation.  It generally takes 4-5 days to complete one rotation. For July, the number of booted vehicles averaged 16 per sector per rotation. 

As we continue our enforcement efforts, we want to maintain a close working relationship and open dialogue with your office to ensure your constituents have the proper information to address their immobilized vehicle concerns.

For your convenience, we have provided the necessary steps to address an immobilized vehicle below.

Boot Removal Process:

A $150 boot removal fee and all associated outstanding violations and fees on any previously owned vehicle in the registered owner’s name must be paid or enrolled in a payment plan to remove the boot. Once the violations are paid or enrolled in a payment plan, PPA staff will dispatch to remove the boot from the vehicle.

  • In-person at 913 Filbert Street. To schedule a same-day appointment, text the words Parking Violations Branch to 267-214-5273, Mon-Fri: 8:00 AM - 6:00 PM and Sat: 9:00 AM -5:00 PM.

Installment Payment Plan Enrollment Options:

Though we highly encourage online or over-the-phone enrollment into installment payment plans, customers may go to 913 Filbert to fill out an enrollment form. After filling out and handing in the form, the customer will receive a phone call with further instructions.
